Bureau of Reclamation Repayment Specialist in Albuquerque, New Mexico

Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Repayment Specialist. Responsibilities The Repayment Specialist position is located in the Facility O&M Group, Facility Management Division, Albuquerque Area Office (AAO), duty station Albuquerque, NM. This position is responsible for the preparation, negotiation and administration of new and existing repayment and water service contracts and agreements within the AAO's jurisdiction. These include repayment and water service contracts, short-term water rental agreements, and other agreements required in the operation of facilities for all projects under the jurisdiction of the AAO. The duties listed below are for the full performance level of GS-11 and include: Participates in the preparation of Basis of Negotiation for approval to enter into water service and repayment contracts; Drafts negotiated water service and repayment contracts; Provides guidance to area office staff and water user organizations on a variety of contracting issues; Reviews proposed legislation for consistency with Reclamation law and objectives; Participates in the research and development of strategies for water right activities; Schedules, monitors, computes, and prepares written requests to affect annually and systematic payments for new and existing water leases, fallowing agreements, forbearance agreements, and other contract-related payments. To qualify at the GS-07, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service having demonstrated experience performing at least two of the following: (1) assisting with preparing official reports (2) assisting with collecting data for resource management or contract activities; (3) assisting with formulating basic contract terms and conditions of contracts and/or agreements; (4) assembling data in preparation for technical reports, budget submissions, and/or public information. You could otherwise qualify on the basis of Education having 1 full year of graduate level education in a course of study that directly reflects the job-related competencies necessary to satisfy the minimum qualification to perform the duties of the position. -OR- Bachelor's degree with Superior Academic Achievement in a course of study that directly reflects the job-related competencies necessary to satisfy the minimum qualification to perform the duties of the position. The superior academic achievement provision is to be used to determine eligibility for applicable GS-07 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for bachelor's degree from an accredited college or university with a qualifying grade point average (GPA), class standing, or honors society. To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience performing at least three of the following: (1) processing payments for permits, lease agreements, operation and maintenance agreements, and/or other actions requiring advance funding from the organization; (2) completing billing actions in accordance with contract terms and conditions; (3) formulating and/or interpreting new or existing contracts; (4) responding to inquiries from different agencies or individuals on administrative concerns. -OR- You could otherwise qualify on the basis of Education having a Master's (or equivalent graduate degree as specified in qualification standards or individual occupational requirements) in a course of study that directly reflects the job-related competencies necessary to satisfy the minimum qualification to perform the duties of the position. -OR- 2 academic years of progressively higher-level graduate education in a course of study that directly reflects the job-related competencies leading to such a degree necessary to satisfy the minimum qualification to perform the duties of the position. -OR- LL.B. or J.D in a related field -OR- You may combine specialized experience and education to meet the minimum qualifications. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 05/20/2024.
