Functional Job Title: DMS IT ENGINEER

Summary : The DMSIT Engineercollaborates with DMS staff to understand reporting needs and requirements to generate insightful reports and dashboards to facilitate data-driven decision making. This function requires a meticulous person with an extremely strong analytical mindset, excellent communication skills (both verbal and written), and a passion for understanding the needs of the organization.

Preferred Qualifications : Prior work experience with PowerBI/Cognos Dashboards and reports, Snowflake Database, and worked in a large-scale data warehouse environment.

Special Requirements :

• Understanding of Medicaid programs, commercial insurance, health systems.

• Commitment to accuracy and quality of reports, including ability to learn from previous experiences to inform future efforts

• Possess and apply analytical and communication skills to understand report outcomes and identify data trends, learn and understand how data is stored and structured, and translate between business and technical stakeholders.

• Demonstrate ability to design and create visually appealing , useful reports and dashboards.

• Ability to handle sensitive and often urgent matters with a focus on problem resolution and learning from experience

• Ability to facilitate discussions among a variety of stakeholders and synthesize information in an easily understandable way

• Ability to work collaboratively across teams to identify root causes and solutions

• Data management skills, PowerBI and Cognos dashboard/report skills, Snowflake, JIRA, problem-solving skills, communication skills, interpersonal skills, continuous learning and adaptability skills

Functions :-

The IT Engineer primary duties will include enhancing and optimizing current analytical techniques, assist in analyzing any data anomalies, generate ad hoc/periodic reports using SQL queries / Microsoft PowerBI, collaborate with partners on data warehouse in new initiatives and existing functionality improvements. Prior Work experience with data warehouse, developing PowerBI dashboards/reports, Cognos reports in a cloud based Snowflake database. This position is governed by state and federal laws and agency/institution policy.

Knowledge, Skills, and Abilities : -

  • Ability to create and modify reports, dashboards using Microsoft PowerBI and Cognos.

  • Ability to write SQL Queries to retrieve data from backend Snowflake and other relational Database.

  • Architecture, design, implementation and operationalization of large-scale data and analytics solutions on Snowflake Cloud Data Warehouse.

  • Experience in Data warehousing – OLTP, OLAP, Dimensions, Facts and Data Modelling.

  • Knowledge of Snowflake utilities like SnowSQL, Metadata Manager, data sharing and stored procedures.

  • Ability to analyze data from multiple sources, identify data anomalies and recommend corrective actions.

  • Architecture, design, implementation and operationalization of large-scale data and analytics solutions on Snowflake Cloud Data Warehouse.

Summary

The State Systems Administrator is responsible for statewide software and system monitoring to ensure availability to all systems users and to perform necessary maintenance to support network availability. This position is governed by state and federal laws and agency/institution policy.

Functions

Performs operating system software planning, design, installation, configuration, performance tuning, monitoring, security, backup/recovery, and troubleshooting. Evaluates, tests, and deploys all software and hardware upgrades to the systems infrastructure, and coordinates installation of computer programs and systems. Collects and reviews systems data, for capacity and planning purposes, and researches, evaluates, and recommends systems technologies to support business requirements. Coordinates and links computer systems within an agency and the state to increase compatibility and to share information. Provides user support in solving computer related problems, such as malfunctions and program problems. Performs and coordinates both scheduled and on-demand system backups and recovery. Creates and maintains documentation for all systems processes and procedures. Performs other duties as assigned.

Knowledge of computer systems, maintenance, and updating of hardware and software. Knowledge of strategic planning and computer resource allocation. Knowledge of indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system. Ability to customize and update computer systems, as required by the needs of statewide agencies. Ability to identify complex problems and review related information to develop and evaluate options and implement solutions. Ability to communicate effectively orally and in writing.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in computer science or related field; plus four years of experience in systems administration. OR Completion of technical training in computer science, data processing, or a related field acquired from a vocational, military, or industrial setting, plus four years experience in computer support. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
