ICF is currently seeking a Senior On-Call Environmental & Transportation Project Manager in Irvine or Los Angeles, with the option to work remotely within Southern CA.

About On-Call Employment with ICF

Given the seasonal or project-specific nature of our environmental work, ICF often hires environmental professionals as “On-Call” employees. On-Call employees are scheduled for work hours as they become available (while we usually schedule work hours a few weeks ahead of time, last minute scheduling may also occur), and each on-call employee is free to accept or refuse the hours assigned to them in a given week. On-Call employees may work concurrent projects outside of their ICF assignment (as long as their outside work does not create a conflict of interest with the work they do for ICF).

Job Description

The primary duties of the Senior Environmental Planner are to manage the environmental compliance process (including California Environmental Quality Act [CEQA] and National Environmental Policy Act [NEPA]) and serve as a primary point of contact with local, state and federal government clients, as well as private sector clients such as and commercial/residential/industrial developers and engineering companies to obtain approvals for transportation (highway/roadway, transit, rail) projects. Experience as project or task manager on project/program environmental impact analyses for transportation/transit/rail projects is preferred. At a minimum, the position includes conducting research, preparing technical documents/deliverables, maintaining a thorough understanding of CEQA and NEPA, and interfacing with external clients as needed. This role could include supporting clients throughout Southern California, but experience within Los Angeles or Orange counties is highly desirable.

What You Will Do

  • Serve as a task manager, or project manager as appropriate for preparation of CEQA/NEPA documents for highway/roadway, transit, and/or rail projects.

  • Maintain a thorough understanding of CEQA and NEPA, including staying up to date on case law and providing support on complex projects in order to provide high quality and defensible project analyses.

  • Conduct research; write proficiently; and manage multiple project schedules with competing deadlines and budget constraints.

  • Interface directly with key clients and help build and maintain great relationships.

  • Assist with business development and contribute to bookings.

  • Manage and author deliverables.

  • Mentor less experienced staff.

  • Strictly adhere to professional standards, including but not limited to: demonstrating consistency and reliability, timeliness in meeting project deadlines, maintaining clear and concise communication.

What You Need To Have

  • Bachelor’s degree or higher in urban planning, transportation/transit planning, environmental studies, or related field.

  • 6+ years of related professional work experience.

Additional Skills & Experience

  • Strong work ethic with a positive attitude and thrives in a team-oriented setting.

  • Advanced knowledge and understanding of environmental planning and related fields.

  • Excellent written and verbal communication skills with experience interfacing with external clients, members of the public, and government officials.

  • Strong project management skills, including ability to take and give direction, stay organized, and manage time effectively.

  • Proficiency with Microsoft Office Suite Applications (Word, Excel, PowerPoint, Project).

  • Experience preparing CEQA and NEPA documents for federal, state and local government agencies; and/or experience preparing and managing high quality CEQA documents for private sector clients and engineering firms.

  • Experience working with and/or for LA Metro, Caltrans, Federal Transit Administration, Federal Highway Administration, and/or local or a regional transportation/transit agency.

  • Experience obtaining environmental permits, reviewing technical studies such as those addressing biological resources, cultural resources, air quality, noise, traffic, and hydrology.

  • Several years of task management experience working within a private consulting firm; experience as a project manager is a plus.

  • Business development experience and willingness to engage in business development.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$79,643.00 - $135,392.00
